Regulations rarely use the same language as the internal policies they affect. Pensvyne maps at the concept level: 'capital adequacy', 'Tier 1 capital ratio', and 'minimum capital requirement' are understood as the same obligation. This eliminates the false negatives that keyword-based tools routinely produce.
